Schoolgirls should be forced to wear skirt this short all through the year, even when it gets unbearably cold, and then the only other protection from the elements they'd be allowed to wear is black tights! Modesty shorts would be banned and the schools would be full of stairs, so girls would have even more trouble hiding their underpants from male students and teachers. If girls complained or wore their skirts an inch too long, they'd be suspended until they agreed to wear the skirts.
